Kyiv <\/strong><strong style=\"font-size: 14.4px;\">  2018<\/strong><\/p>\n<ol>\n<li><strong>General provisions. <\/strong><\/li>\n<\/ol>\n<p><strong> <\/strong><\/p>\n<ul>\n<li>The Scientific and Technical Council (hereinafter referred to as the STC) of the Public Union &#8220;Association &#8220;Hydropower of Ukraine&#8221; (hereinafter referred to as the Association) shall be established in accordance with the decision of the Presidium of the Association.<\/li>\n<li>In its activities, the STC is guided by the <a href=\"http:\/\/zakon.nau.ua\/doc\/?code=254%D0%BA\/96-%D0%92%D0%A0\">Constitution<\/a> <a href=\"http:\/\/zakon.nau.ua\/doc\/?code=254%D0%BA\/96-%D0%92%D0%A0\"> <\/a><a href=\"http:\/\/zakon.nau.ua\/doc\/?code=254%D0%BA\/96-%D0%92%D0%A0\">and <\/a><a href=\"http:\/\/zakon.nau.ua\/doc\/?code=254%D0%BA\/96-%D0%92%D0%A0\"> <\/a>the laws of Ukraine, decisions of the Presidium and governing bodies of the Association, this Regulation and the Association&#8217;s bylaws. <\/li>\n<li>The Scientific and Technical Council is an advisory and expert body on the formation of a scientifically sound technical policy of the Association in the field of hydropower, which is aimed at ensuring the development of the scientific and technical potential of the Association members, and the introduction of the latest achievements of domestic and foreign science into production. <\/li>\n<li>The EBA Scientific and Technical Council organizes and conducts its work on the basis of collegiality in the form of collective discussion, exchange of views and business criticism. <\/li>\n<li>The decisions of the Scientific and Technical Council shall be made on the basis of the discussion of the issues included in the agenda of the meeting, taking into account the opinions, knowledge and experience of the members of the Scientific and Technical Council and other participants of the meeting, and taking into account the latest scientific and technical achievements in the field of hydropower and hydraulic engineering, and shall be recorded in the form of the minutes of the meeting of the Scientific and Technical Council of the Association.<\/li>\n<\/ul>\n<ol start=\"2\">\n<li><strong>Composition and structure of the STC.<\/strong><strong style=\"color: #555555; font-size: 14.4px;\"> <\/strong><\/li>\n<\/ol>\n<ul>\n<li>The EBA S&amp;C consists of the S&amp;C Chairman, the S&amp;C Deputy Chairman, the S&amp;C Secretary and the S&amp;C members. <\/li>\n<li>The chairman of the Scientific and Technical Council of the Association is the President of the Association. <\/li>\n<li>The personal composition of the SEC, changes and additions to it are approved by decisions of the Presidium of the Association.<\/li>\n<li>In order to implement the decisions of the Presidium regarding the personal composition of the EBA S&amp;T, an order is issued by the Association, which is signed by the President of the Association or another official of the Association who, at the time of issuing the order, replaces him\/her.<\/li>\n<li>The STC consists of individual members of the Association and representatives of collective members of the Association who are specialists in the field of hydropower or hydropower construction.<\/li>\n<li>The members of the S&amp;C are representatives of the collective members of the Association, included in the S&amp;C by the decision of the heads of the respective enterprises, which is usually confirmed by official letters to the Association.<\/li>\n<li>Individual members of the Association shall be members of the SEC at their own request, which, as a rule, shall be set forth in the form of a written application sent to the Association or at the invitation of the chairman of the SEC &#8211; the president of the Association.<\/li>\n<li>Upon their consent, the Association&#8217;s Scientific and Technical Council may include professional specialists in the field of hydropower and related sectors of the economy &#8211; representatives of other institutions, both state and non-state owned. <\/li>\n<li>By the decision of the Presidium of the Association or the chairman of the SEC &#8211; the president of the Association, working groups may be established at the SEC of the Association on various issues related to the purpose and activities of the Association as defined by its Charter.<\/li>\n<li>Direct organizational and methodological support for the work of the S&amp;T Council is provided by the Secretary of the S&amp;T Council and the Executive Directorate of the Association. <strong style=\"color: #555555; font-size: 14.4px;\"> <\/strong><\/li>\n<\/ul>\n<ol start=\"3\">\n<li><strong>The main objectives of the STP.<\/strong><strong style=\"color: #555555; font-size: 14.4px;\"> <\/strong><\/li>\n<\/ol>\n<ul>\n<li>Ensuring a unified science-based technical policy in the hydropower sector of Ukraine. <\/li>\n<li>Qualified expert assessment of the state and prospects for the development of industry science.<\/li>\n<li>Forecasting and developing proposals for the development of hydropower. <\/li>\n<li>Identification of priority areas for the development of basic and applied research in the field of hydropower.<\/li>\n<li>Review of various projects and government programs for the development of the hydropower industry. <\/li>\n<li>Consideration of works in the field of hydropower that are nominated for the State Prize of Ukraine. <\/li>\n<li>Consideration of other issues of scientific and technical activities of the Association and its members. <\/li>\n<\/ul>\n<ol start=\"4\">\n<li><strong>The procedure for the work of the S&amp;T.<\/strong><strong style=\"color: #555555; font-size: 14.4px;\"> <\/strong><\/li>\n<\/ol>\n<ul>\n<li>The dates of the meetings of the SEC are determined by the Presidium of the Association or, on its behalf, by the President of the Association &#8211; the Chairman of the SEC.<\/li>\n<li>The meetings of the SEC are held in accordance with the agenda agreed upon by the Secretary of the SEC and approved by the Chairman of the SEC. <\/li>\n<li>\u0414\u043b\u044f \u043f\u043e\u043f\u0435\u0440\u0435\u0434\u043d\u044c\u043e\u0433\u043e \u0432\u0438\u0432\u0447\u0435\u043d\u043d\u044f \u043f\u0438\u0442\u0430\u043d\u044c \u043f\u043e\u0440\u044f\u0434\u043a\u0443 \u0434\u0435\u043d\u043d\u043e\u0433\u043e \u0442\u0430 \u043f\u0456\u0434\u0433\u043e\u0442\u043e\u0432\u043a\u0438 \u043f\u0440\u043e\u0435\u043a\u0442\u0456\u0432 \u0440\u0456\u0448\u0435\u043d\u044c \u041d\u0422\u0420, \u0432\u0456\u0434\u043f\u043e\u0432\u0456\u0434\u043d\u0438\u043c \u0440\u043e\u0437\u043f\u043e\u0440\u044f\u0434\u0436\u0435\u043d\u043d\u044f\u043c \u0433\u043e\u043b\u043e\u0432\u0438 \u041d\u0422\u0420 \u043c\u043e\u0436\u0435 \u0431\u0443\u0442\u0438 \u0441\u0442\u0432\u043e\u0440\u0435\u043d\u0430 \u0440\u043e\u0431\u043e\u0447\u0430 \u0433\u0440\u0443\u043f\u0430 \u0437 \u043d\u0430\u0439\u0431\u0456\u043b\u044c\u0448 \u043a\u0432\u0430\u043b\u0456\u0444\u0456\u043a\u043e\u0432\u0430\u043d\u0438\u0445 \u0441\u043f\u0435\u0446\u0456\u0430\u043b\u0456\u0441\u0442\u0456\u0432 \u0437 \u0446\u044c\u043e\u0433\u043e \u043f\u0438\u0442\u0430\u043d\u043d\u044f. <\/li>\n<li>In order to organize a meeting of the SEC, the Secretary of the SEC shall announce the agenda, date, time and place of the meeting no later than 14 days before the date of the meeting.<\/li>\n<li>The announcement of the meeting is made by sending materials to all members of the S&amp;T Board via their e-mail addresses and faxes. <\/li>\n<li>Scientists, specialists and employees of enterprises, organizations, ministries and departments that are not members of the Association and its SEC may participate in the meetings of the SEC with the permission of the SEC Chairman (without the right to a decisive vote).<\/li>\n<li>Following the meeting of the Scientific and Technical Council, a decision is made collectively on the issues under consideration. The decision of the SBT shall be made by a simple majority of votes, by open voting, unless the SBT decides to vote by secret ballot. 8. A meeting of the S&amp;T Board shall be deemed to be valid provided that at least half of the members of the Board are present. <\/li>\n<li>\u042f\u043a\u0449\u043e \u0447\u043b\u0435\u043d \u041d\u0422\u0420 \u0437 \u043f\u043e\u0432\u0430\u0436\u043d\u0438\u0445 \u043f\u0440\u0438\u0447\u0438\u043d \u043d\u0435 \u043c\u043e\u0436\u0435 \u0431\u0443\u0442\u0438 \u043f\u0440\u0438\u0441\u0443\u0442\u043d\u0456\u043c \u043d\u0430 \u0437\u0430\u0441\u0456\u0434\u0430\u043d\u043d\u0456 \u041d\u0422\u0420, \u0430\u043b\u0435 \u0434\u043e \u043f\u043e\u0447\u0430\u0442\u043a\u0443 \u0437\u0430\u0441\u0456\u0434\u0430\u043d\u043d\u044f \u043d\u0430\u0434\u0456\u0441\u043b\u0430\u0432 \u0432 \u043f\u0438\u0441\u044c\u043c\u043e\u0432\u043e\u043c\u0443 \u0432\u0438\u0433\u043b\u044f\u0434\u0456 \u0441\u0432\u043e\u0457 \u043f\u0440\u043e\u043f\u043e\u0437\u0438\u0446\u0456\u0457 \u0442\u0430 \u0434\u0443\u043c\u043a\u0438 \u0437 \u043f\u0438\u0442\u0430\u043d\u044c \u043f\u043e\u0440\u044f\u0434\u043a\u0443 \u0434\u0435\u043d\u043d\u043e\u0433\u043e, \u0439\u043e\u0433\u043e \u0433\u043e\u043b\u043e\u0441 \u0432 \u043e\u0431\u043e\u0432\u2032\u044f\u0437\u043a\u043e\u0432\u043e\u043c\u0443 \u043f\u043e\u0440\u044f\u0434\u043a\u0443 \u043c\u0430\u0454 \u0431\u0443\u0442\u0438 \u0437\u0430\u0440\u0430\u0445\u043e\u0432\u0430\u043d\u043e \u043f\u0440\u0438 \u043f\u0440\u0438\u0439\u043d\u044f\u0442\u0442\u0456 \u041d\u0422\u0420 \u0440\u0456\u0448\u0435\u043d\u043d\u044f \u0437 \u0442\u043e\u0433\u043e \u0447\u0438 \u0456\u043d\u0448\u043e\u0433\u043e \u043f\u0438\u0442\u0430\u043d\u043d\u044f \u043f\u043e\u0440\u044f\u0434\u043a\u0443 \u0434\u0435\u043d\u043d\u043e\u0433\u043e. <\/li>\n<li>The decision of the S&amp;T meeting shall be signed by the chairman of the S&amp;T and its secretary. <\/li>\n<li>In case of disagreement with the decision taken, the members of the SEC have the right to a personal opinion, which is entered into the minutes drawn up following each meeting. <\/li>\n<li>Copies of the decision and extracts from the minutes are sent to all interested organizations and officials to implement the decisions and recommendations within their competence.<\/li>\n<li>If necessary, in order to organize the implementation of decisions taken by the S&amp;T, an order is issued for the Association. <\/li>\n<li>A draft order on the implementation of a specific decision of the SEC is prepared by the Secretary of the SEC within 7 days from the date of its adoption. <\/li>\n<li>Materials and documents of the S&amp;C shall be kept in the S&amp;C files in accordance with the rules of record keeping in the Association. <\/li>\n<li>Information about the meetings of the EBA Scientific and Technical Council and decisions made by the Scientific and Technical Council on the agenda shall be published on the EBA website on a mandatory basis, except for cases when decisions are made on their closed nature.<\/li>\n<li>The decision to publish information about the work of the EBA S&amp;T in other media is made by the Chairman of the Association in each case. <\/li>\n<\/ul>\n<ol start=\"3\">\n<li><strong>Supporting the activities of the STC.<\/strong><strong style=\"color: #555555; font-size: 14.4px;\"> <\/strong><\/li>\n<\/ol>\n<p>5.1. Expenses related to the activities of the S&amp;T are covered by the expenditure part of the financial plan (budget) of the Association approved by the General Meeting of the Association. <\/p>\n<p>5.2. Logistical support for the activities of the S&amp;T Council (provision of stationery, office equipment, duplication of materials, rental of workspaces, etc.) is provided by the relevant specialists of the Association. <\/p>\n<p>5.3.
